Mexico City & Chicago–Redefining Sister City relationships for a multi-locational, global age:

As this article points out, two cities have found that recognizing their linkages, and relationships, make both cities stronger.   Identifying both existing ties (multi-locational corporations and supply chains, university programs, cultural collaborations) and outlining future mutually beneficial cooperative activities will certainly grow both economies more productively.

Not mentioned in the article, but equally as critical are other benefits that this agreement might catalyze in both cities–increased level of visibility of opportunities, new relationships between entrepreneurs and co-founders,  insights gleaned for new markets for companies in both cities, as well as expanded knowledge networks into both countries through these portals. These relationships will be the key conduits for a ripple effect in the innovation economy.

Additionally–if these relationships and programs by the two cities became test beds for additional economic development policies, it would be a great example for other cities.

How about a few pilots to test policies that could have impact at the national level in the future:

  • Evaluating immigration programs that also help increase connectivity, and decrease jurisdictional ‘friction,’
  • Experimenting with tax reform proposals on foreign earnings
  • Developing new financing tools to support business and physical development –leveraging resources, expertise, and cost- and seasonal benefits in either place to support growth in both places.
  • Creating incentives to identifying ‘shared’ resources in both cities (co-working/car-sharing & housing ‘shares) in both places that might benefit frequent travelers between places, allowing them to ‘connect’ into the local environment more quickly.

“The Urban Development process is messy, and rather than just overlay artificial (and static) organizational frameworks, Moji knew that in studio and in life, you need to work with the chaos, influence it in live-time…and leverage the energy that the myriad of actors bring to the process.

A recap of my recent experience at the Sustainable Cities Design Academy in Washington, hosted by the American Architectural Foundation–A great few days spent working as a resource team member for Fulton County Georgia and their Industrial district plan. Working with great colleagues, and a great staff at the AAF, I enjoyed connecting expertise from New Haven to Fulton County Georgia!  Connecting expertise and recognizing similarities between industrial districts is one step closer to creating a community of needs in a network of cities–connective development strategies.

residency redundancy

2013-08-14 18.48.05As I scramble to organize documents to make sure not to lose health insurance coverage– I am realizing the same issues that I wrote about in my thesis,  Connective Development. Our state based ‘residency ‘ framework is outdated.  I am in the middle of many states, many existences, and occupations.  I’m in transition. I am happy with that. I do not have a permanent address, after many years of having one.  I don’t think i’m alone–as the workforce continues its mobility and multi-state existence, our older systems of keeping track are creating too much friction in the system (Drivers licenses, health insurance, jury duty and even taxes).

Frankly, until I have a more permanent home base, i’m do not want to change the legions of documents, and definitely not more than once.   With credit cards, it’s ok, i can still do most things digitally,  with an ancient address, but it still seems outdated.  I have no more utility bills, and i’m mostly working on wifi coverage that is in others names.  My drivers license is my old temporary address–at the time i signed, it was still hopeful that i would stay there longer, but my plans changed.

It would be nice to change my address in one place, and have it track thru a number of things. It would be nice to be able to just float a bit more freely between states and have my insurance cover me. It would be nice to have a drivers license and car registration that was a bit more fluid. I would prefer not to have to file multiple partial year tax returns.  I would love a US-Pass that could cover all such information. I’d even pay a higher tax rate.

Remembering 23 Court Street, New Haven

The house sale just closed, it’s someone else’s now!  I wanted to thank the house for being there and being ours for so many years.

Originally built in 1865 (ish), the house was built by the Home Insurance Corporation for factory management staff.  It likely supported many families over the years, especially during the active economy up through World War II where the industrial landscape in the city was buzzing.  As the city emptied in the 50s, it became a ‘skid row,’ but undoubtedly provided those living there with some community context  due to its compact nature.  The era of Urban Renewal brought many an urban ‘experiment’ to New Haven, decimating part of the City’s fabric in some places, but in the case of Court Street, renewing life on the block for another 50 years, and more.  The block was repurposed by the City, renovated, and made available to families at a very low price. A unique new contemporary landscape installed on the street created the beautiful garden-laden pedestrian way that knits the street together. New generations grew up on the block, and increasingly the block became popular again.  With a short 7 minute walk to the middle of the historic Green, a bit further to Yale and professional offices downtown, and very convenient to roadways and rail, this was a desirable spot.

Ed and I found the house when we were first looking for an apartment together. We’d been living in the East Rock neighborhood for a year, and were looking to upgrade to a slightly larger place.  We found the ‘listing’ through a friend who made a point to walk down the street on her way home from work. Despite the fact that the apartment was advertised at a rent higher than our budget, we were always interested, so we decided to visit, knowing that we couldn’t possibly live there.  Ken and Dana Skidmore had been living there for about 5 years, but were moving temporarily out of the City. We loved the apartment, and felt right at home. At the end of the conversation, when we identified that the rent was too high, the Skidmores lowered their price , in part, because they knew how much we would love and take care of the house.

We moved in as renters, right after our wedding, and then within 2 years were able to purchase the house from the Skidmores when they realized they would not return to New Haven.   After buying the house, we found Charlie.  Knowing that we had wanted a dog, especially in such a dog-friendly neighborhood, we had waited till we owned the home.  The neighbors were wonderful, and delightful mix of Yale affiliated and other young professionals, with a few kids.  Over time the neighbors would change on a regular basis, but everyone joined the street with a common love of the street, and desire to build community.    Sunday soup nights, sunset cocktails,  weekend gardening days, the creation of the farmers market with a neighbor, halloween and other block parties, and political campaigns were all hatched on the block.

We had discussed renovations to the house for years, but suddenly (without being ready with final drawings!) we started work in the summer of 2006.  Most of the work was finished a year later, but small details (like picking light fixtures and a final paint color for the stairway) seemed to go on forever.  The last step was a carpet for the stairs–as charlie became older, it was harder for him on the stair, requiring us to find a suitable carpet.  We loved the kitchen every time we used it (I especially loved the 18″ dishwasher!), the light in the main floor delightful on a sunny or cloudy day.   We used our large table, hand fabricated by our friend Rob, for every function–from reading the paper, collecting random objects as we moved things around the house, and great dinner parties (like the one for 1999-2000 new years eve,, and for our annual christmas eve valigia).

Charlie loved the house. As the ‘person’ who spent the most time there, it was his to own.  He adored the different spots where he could watch out the window and keep an eye on the street, and he was happy knowing that everything in the house was within earshot so he could keep alert.  He was great about sharing the house with other visiting dogs, and really enjoyed when others came to visit, especially Maribel.

As life opportunities change, so did our paths, and we both left the house over the course of a few years.  It was hard to move out of the house, but hardest to take away the house from the dog… Realizing that although we loved the house, we may not return, and it was time to let others enjoy the opportunity, we decided to let go.  It sold yesterday, and hopefully will house another generation of Court Streeters….. We will be inspired forever by the house….THANK YOU!

multi-locational start-up scene

 37 signals broaderIt is not just the larger corporations that are increasingly locating across multiple locations.   Smaller startups and Internet-emergent-fueled companies are also increasingly located across multiple places, especially technology startups, and because early-growth-stage companies are heavily involved in R&D which is increasingly multi-locational.  For example, an early leader in online collaborative software, 37 Signals, famously announced that it does not require employees to work in the same location, and has successfully recruited talent from across the globe, in cities where professionals want to remain; it has 36 employees located across many locations, 28 different locations since their beginning in 1999.[1] Their effort to recruit the best ‘talent’ pool prompted this diverse set of locations.  Clearly this multi-locational strategy demonstrates their core product’s strength, but also illustrates a broader trend as founders and talent want new professional opportunities, but more often do not want to relocate for various personal, family and professional reasons, and they do not need to.

Although the companies may incur costs for some additional travel, and digital technologies to connect their employees regularly, they are also able to gain expertise and the best fits for their organization that boosts their productivity.  These are not just firms with satellites, but truly multi-locational entities, with a variety of activities happening in each location, and key leaders dispersed.  However for certain tax or legal reasons they might need to define a ‘headquarters,’ however this is ‘in name only.’  Although startups, or digital technology companies may have more tendency to operate ‘multi-locationally,’ it is not exclusive to these sectors.  All industries and all scale companies are experiencing further geographic dispersion, sometimes organized around functional areas, but as outlined in further sections, this trend is also in transformation.

The cofounders of the multi-locational startup firms Hadapt (based Cambridge and New Haven) which provides large commercial scale big data processing capacity, and Bottlenose (Amsterdam, Los Angeles and Silicon Valley) a symantec web company, are physically located across regions/eco-systems although the cofounders developed relationships with each other when located in a single place such as while at university or an earlier job. Personal and professional reasons may have pulled them to different locations, but the strategic decision to remain as a company was supported by increased connectivity, and more importantly, by the advantages of being based in multiple locations. These startup cofounders recognize that they can pick and choose particular advantages like different locations, and dividing work functions to align with workers’ backgrounds and interests, and select eco-system support structures, cost structures, and even time/focus advantages.  Certainly, they come together, and incur some costs to be face to face. However these firms may find advantages to having a foot in multiple markets.

Bottlenose however, must straddle multiple time zones and mobility schedules to connect both virtually and physically.  However, as reported by the Amsterdam-based cofounder, a software developer, this ‘distance’ often creates better productivity and focus on core activities. Given the industry they are in, a semantic web for a global marketing services clientele, the distributed organization works well,  more effectively than it might in another type of industry. In fact, CTO Dominick Heide has suggested that he is more productive being remote from the organizational management and more connected to other colleagues in the industry (many in Amsterdam).

This is a common theme throughout the emerging technology space, and current financing and development support tools, both public and private, influence decisions made by these co-founders. For example decisions about financing, where to file business incorporation activities, what promotes ease of travel and access is driven by what is most advantageous to the company from multiple dimensions, not by what economic development policies are in place.

However, to further unpack growth of these companies, it would be beneficial to eliminate some of the additional hurdles that are put in place by political jurisdictions (states)–such as tax filing requirements, insurance and in some cases political will vying to tug the company from one place to another.   In some cases public financing tools, such as the very successful program Connecticut Innovations, require business residency of a certain size to qualify–without regard to what makes most sense for the company .  Even private finance such as venture capital make locational decisions for the companies, often what makes most sense for the venture capitalist’s preferences, despite what might make sense for the founders.

Although there is ample evidence for ‘connecting’ cities programmatically, there are fewer examples of ‘networks’ of cities working together for common cause, especially within the realm of economic development.  Increasingly there have been efforts to create portfolios of cities in convenings that may lead to peer to peer information exchange, but this author has been looking for cooperative activities between families of cities with similar needs/profiles.

In terms of connecting cities, the ‘Sister Cities’ program stands out as one of the first international programs aimed to connect individuals across continents.   Formally introduced by President Eisenhower in 1956, the Sister Cities International’s mission is to promote peace through mutual respect, understanding, and cooperation — one individual, one community at a time.” [sister cities.org]  These programs range in effectiveness and activities, depending on the core institutions that started the individual programs. Over time cross-border and cross-cultural relationships have flourished based on cultural exchanges.  On occasion these ‘relationships’ are set up to formalize specific business/commerce exchanges, such as Massachusetts’ Sister City program with Basel, Switzerland,  thanks to both cities’ direct links between  their biotechnology clusters.  The official Sister City website acknowledges the organization’s goals of building economic partnerships via personal and professional networks developed initially through cultural exchanges; these networks can further evolved into conduits to leverage additional commercial and political activity.  However, this model is point to point, and not necessarily a  cross-point structure.

Additional types of network organizations connect cities.  There are industry- or topic-affiliated national networks like the National League of Cities, and the U.S. Conference of Mayors, and the National Urban League, many of which might have sub-committees that convene cities with similar attributes.  More specific workshop type of ‘peer to peer’ structures such as the Mayors’ Institute for City Design, funded by the National Endowment for the Arts and the American Architectural Foundation, and ‘CEO for Cities’ that sponsors national conferences the bring regional leaders together for topic-specific networking and collaboration.  Mayor Michael Bloomberg of New York City has been an avid champion of coordinating urban policies across cities with his Mayor’s Challenge, and Mayor’s Against Illegal Guns programs. Although not specifically a ‘city’ network, cities such as those inhabited by the Ivy League schools and other similar anchor institutions create natural frameworks for the discussion of localized economic development.

Another illustration of connectivity is the economic connectivity between a hub city and its relational support cities as well as the  ‘twin cities’ model where the economic underpinning of two cities located on close proximity  (e.g., St. Paul and Minneapolis) is inextricably interdependent; they often share regional planning and/or transportation systems, despite having separate funding structures. Additionally in terms of regional ‘hubs’ of innovation, the industry cluster has been a lens through which one might examine families of smaller cities that make up one larger metropolis. In fact, the Obama administration has fostered numerous competitive business development programs aimed at recognizing industry cluster activities that may include multiple cities, including cities/counties that are across state lines: Portland Regional Clean Tech Advance Initiative (OR & WA), and the ARK accelerator (AR, MO, OK). However, all of these are spatially co-located.

Could a network of cities be established that further collects cities into a recognized effective municipal ‘agency’ network?

lockdown economy & consideration for sharing municipal assets

IMG_0735the dynamic act of ‘lockdown’ as it relates to a crisis situation has significant longer term impacts than the immediate safety of the citizens.  The reports on the ‘economic’ cost of the shutdown clarified the impact of the boston economy–as reported in the article below–is significant.  Boston is the ninth largest economy in the country–even larger than Greece and Singapore! As discussed, it certainly was not completely shut down, as many people could work from home, mitigating some of the ‘costs’ of the shut down.  This article reports that even though Boston is a ‘1B/day’ economy, it is likely that the shutdown will only ‘cost’ the city 333 million. Add on top of that the costs of the additional law enforcement activity, overtime, and technology resources needed for the search, it’s of course quite a bit more.

However, Boston’s economy is not a compact with neat boundaries–it is completely tied to other economies in other cities as well. WHere were the greatest impacts? People not able to come into the city?  Weekend plans cancelled?  People spending money in other places that they would spend in Boston?  Will companies choose to be in another place rather than move to Boston?  Of course, this is conjecture, but certainly there is a shadow impact of the economic impact in other places, just as the positive economic impact of things in Boston has a benefit in other places on a regular basis.
